I don't know about cheating, but I just today passed a retest by two number values on the NO scale. The NO limit for my car in CA is 1136 and I passed at 1135. This was actually the 2nd retest, the initial test failing by 200 or so. The other values were high as well and I suspected that the air fuel was set too rich. Not having a way to determine the optimum setting other than some common sense guidlines and advice found on here, I manually lowered the fuel mix while at the same time opening the idle screw to compensate for lowered RPMs. The first retest failed by 60 points and so I reset the fuel mix and adjusted the idle screw. Because I passed by a hair this time after another round of adjustment, and because the other indicators are high but within the passable limit, I'll guess I can lower the fuel mix even more. Reason for it being so rich to begin with has to do with the fact that this 86 T 16V engine was mated to an 82 8VT CIS fuel and intake system. To even be able to fire the engine when the transplant was finished I had to increase the fuel setting. I obviously overdid it. I also suspect that this cat convertor is on it's last legs, accounting for part of the high results.
