OK, it's the rear emergency brakes. Now it's a question of whether it's the cables or the calipers.
Disconnect the cables and attempt to move them...have someone hold the cable end and pull and you work the brake lever. If the cables move, the problem is in the calipers. You can either rebuild them or replace them.
Chances are it's the cables...and it may not require replacing them but it may require removing them or thawing them out. I like to use a motorcycle-type cable lubrication device and inject synthetic grease into the cables...you might be able to shortcut it by injecting from the caliper end but that may just push moisture and crap up the pipe. I wouldn't do it.
The bulletproof solution to sticking cables is to replace the cables. Sure you can try not using the ebrake until spring, but ain't gonna happen. You're gonna forget and pull the handbrake and they'll lock on you.
