Rusted front cat bolts

During our latest smowstorm, our '92 n/a developed a nasty exhaust leak between the header pipe & cat after driving over some heavy ice on the roads. I noticed the leak immediately, and when I got under it for a closer look, the bolts from the cat to the header pipe were nothing but rusty stubs. They didn't look like bolts. In fact, the 2 that still held it together were about 2 mm thick & I cut them with wire cutters.
It looked like I would either be replacing these rusty stubs with new bolts or replacing the cat, so I went ahead & cut the four rusty bolts off of the rear of the cat & pulled the whole thing out (the rest of the exhaust looks good).
My question is - Are the bolts that pass through the bracket that rides on the front of the cat into the flange of the header pipe replaceable? They were so rusted that when I tried to dremel them off, it looked like they had fused into the bracket - or maybe they were part of it originally?
Would I be able to drill out these old bolts & use new ones to connect the cat & header, or is there another solution?
Hopefully, I don't need a new cat.
