It actually was the broken clock!

After posting my question I remembered that I have another instrument panel in the garage. So I looked at the backside and traced the wiring. Then I realized that it is very easy to disconnect the positive lead from the clock. I hooked up the amp meter again and removed the left speaker and then pulled the positive lead off the clock. The current immediately went way down. So I left the clock disconnected and I will keep monitoring the battery voltage over the next couple of weeks to see if it solved my problem completely.
Thanks for the suggestions. I don't have passive seat belts (thankfully) and my ignition switch seems to be working fine (much bigger current draw when I turn it on). Besides, it had to be something connected to fuse 28 since the current went way down when I pulled that one.
