If the ABS system detects one wheel not turning, and you aren't pushing the brake pedal, the ABS system will assume that one of the speed sensors is bad. This fault will light the light, and even if the wheel starts turning, the light will stay on until you shut the car off.
I've had cases where on a very snowy road, the parking brake sticks a little. Normally, the wheel breaks free the second you start moving. But if the roads are very snowy, that wheel can actually slide for a bit, not turning. It only takes a few seconds of this for the ABS to detect the 'fault'. The rear wheel breaks free and starts turning, but the light stays on. And with very snowy roads, you probably won't feel a stuck rear wheel.
So unless you start seeing this problem on dry roads, I'd ignore it.
