It's either spark or fuel. The fact that you got zapped suggests that you've got spark (but doesn't prove it). Hence one possible source of the problem is a weak fuel pump. When they go bad, they tend to make some noise and you mentioned that you could hear the pump......
Remove the floor and pop the round cover out to expose the fuel pump. With the engine running, place the blade of a long screwdriver on the top of the fuel pump and the handle against your ear. A piece of hardwood dowel will also work, or you could spring a few bucks for an automotive stethoscope at Sears. You should hear a nice smooth gengle hum. If the sound varies any, or it's fairly loud, the pump is shot.
Replacing it is easy, but be sure to take precautions to avoid any sparks (disconnect battery, etc.).
