Rob,
I've just recently switched from one car to two, and one is going to be summer-only. That bypass valve is intended to be sure on cold days (say 25 Fahrenheit and lower) that some additional coolant goes through the heater core when engine speed (and water pump circulation) drops to near-idle or idle. Many board members have voiced disdain for the thing since it is unreliable and has a habit of dissolving itself into the cooling system. Also, all Saabs (only half a million of them) worked fine before the valve was phased in for model year 1991-and-a-half. Case and point: my '88 base car doesn't have the bypass valve, is going to be my winter car, and only has a barely-percievable drop in temperature around town. I'm a gas mileage nut so I crank around town and in restricted speed zones in fifth gear around 1150 engine RPM. Any temperature drop is hardly noticed by me.
I'm going to take out the bypass valve on my summer car. You can buy two heater hoses (from the water pump to the valve and from the valve to the head) to substitute for where the bypass valve is, and just swap it out of there. Draining coolant will be necessary, but no biggie. Or you can order a replacement valve from site sponsors. Whichever suits you.
If you need more input, search this bulletin board on 'bypass valve' and you're bound to find more info.
