To get the engine a little hotter in the more extreme cold temps, you can try what truckers do and place a piece of cardboard in front of your radiator. I think there's a way to slip it down without too much trouble. You may have to remove the grill attaching screws to slip the cardboard down in there. Experiment with different sizes. Too big of a piece and the engine might actually overheat.

The general condition of an engine can determine how it will operate in the coldest of temps. If the spark plug wires are in need of replacement, or the spark plugs are fouled, that'll cause cold start problems. Could also be a fuel supply problem. The car starting then dying suggests the cold start valve is working, but then fuel is being strangled on it's way to the injectors once the CS valve shuts (it's only open when the starter is engaged). I don't have much experience with extreme cold temps and Saab, so everything here is a guess. The fuel pump itself might be having a problem. Perhaps a low volt signal because of the lowered battery power (cuz of the cold) causes the pump to run slower than needed. Low battery voltage can also effect spark temperature. Perhaps there's enough spark when the cylinders are saturated with fuel just after the CS valve operates, then the lowered fuel mix won't quite ignite. A lot of variables to consider. Let's see what others say.
