I have no clue how to test an ECU when disconnected from the car but the people that repair them do.
Many circuits on the ECU needs to be powered up and applied the right type of signal at certain pins before responding on another pin with the right power or ground signal.
How to simulate that at a junk yard with a multi meter I don't know.
