The turbo is exhaust driven - anything with a pulley needs a belt, and anything belt driven is typically a supercharger, not a turbo.
The performance board may have more info on this. Can you add a turbo to a non-turbo engine? Sure can. Will you get the same driveability and performance as a stock turbo? No.
My usual answer is that if you have to ask, you can't do it. Doing it requires signficant amount of expertise - at a minimum, you'll either have to reduce the turbo boost, or reduce engine compression, or the engine will be damaged by detonation. You're going to have to change the fuel flow capability, and modify the ECU to handle it.
I look at it two ways-
If you're looking for a project, and want to learn a lot about turbocharging, this is a great way to do it. This assumes time and money, and the willingness to have a project car that may or may not be very driveable. You'll learn a lot.
If you're looking for just an inexpensive way to increase the power in an '86, then the cheapest, easiest, and best way is to find a decent '86 turbo.
