When I had this happen, I discovered a bad ground on one of the tail light assemblies. It seems if the power demand is not strong enough, the turn signal relay will not work. The green arrow on the dash would stay illuminated solid, as would the front and side turn signals. The rears however would only glow dimly and wouldn't flash. The reverse light would illuminate when I put on the brakes too. Bad grounds can cause all sorts of unusual things to occur.
