If you've got a volt meter, you can check the plug connector. Voltage to the valve "flows" for the duration of the starter being engaged. In other words, whenever you start your car. If no current, there are a few possibilities as to what's wrong. How's the general condition of the engine wiring and plugs? I suggest you look at the wiring connected to the sarter. There's one seperate small wire attached to the starter which is the start valve power source. If that wire is disconnected, the connection is loose/dirty or the wiring is frayed, then that may be the reason for no cold start valve operation. Other reasons too but that's a "start."
