Does the boost gauge move at all? If it just sits at the break, a vacuum hose is disconnected. Check the vacuum hoses to the gauge and to the pressure transducer under the dash. Both of these are fed by a hose that comes from the intake manifold and usually runs through the firewall under the brake master. I the the gauge moves up to mid yellow, you are getting base boost and the problem is with the APC system.
Crawl under the front passenger side of the car and look under the turbo and check that the wastegate control rod is connected to the wastegae arm and that is moves back and forth. If OK then pull the plug on the APC solenoid located up near the coil and take it for test drive, if boost is the same with the solenoid wires unplugged, you are stuck in base boost.
Items that can restrict to base boost are bad solenoid and also the cruise control solenoid on the fender liner and a brake switch that limits boost to base when the brake is applied.
