Leading (top) edge should tuck under the rubber window gasket all along, so water rolls down over it. That could be and probably needs to be neatly sealed with silicone.
Then there should be a rubber sealing washer at each bolt, between the spoiler and the paint, to prevent any moisture that does get under it from penetrating the paint at the edge of the hole.
I'd try to get fresh rubber washers from Saab or find a local equivalent. They appear to be peel-and-stick on the side towards the spoiler, maybe both sides. Short strips of 3M trim fastening tape would probably do as well.
I'd also look at replacing all the fasteners with stainless steel
What rain flows down the window and pools on the spoiler should drain through the holes at each end, down and out a notch underneath it. Those should be kept clear.
It's a good heads up to others. A tough spot where moisture can get held.
