Hall Sensor output test question

My car (87T) would not start one morning after a -30 C night and hasn't run in a month now. I'm going through the ignition system checks from the Bentley. When I do the Hall sensor output test my voltage is between 5 and 8 volts when cranking with the starter. Manual says between 0.3v or less and 3v or more, is this because I'm using the starter to crank rather than turning by hand or is my hall sensor faulty.
