A washing machine would be a little too intense for floor mats since they are by design a bit stiff. What I use a lot is a hose, scrub brush, and cleaner such as Simple Green. Soak them down, pour on the cleaner and scrub as much as needed. Rinse them out several times to get all the sand and soap out. Squeeze as much water as you can out and hang them up, preferably in a warm dry place. It will take a couple of days for them to dry but they'll look like new.
