I think your battery is discharged. Battery could be good or bad, but i don't think that the alternator is charging it. Make sure that your alternator ground wire is good...small black wire from alternator frame. Ohmmeter should read close to zero ohms between the alternator frame and the engine block.

When you turn ignition to on, but not start, the alternator warning light should come on. If not, check for bad bulb. Bulb must be good to charge battery.

A fully charged battery will read close to 12.6 volts accross terminals with ignition off.

When the engine is running after jumper is disconnected, you should get a volt reading greater than 13.5 across the battery terminals. If not, the alternator is not functioning properly. Could be worn regulator brushes or the alternator is bad.
