The U-joint up in the column also flexes the same way, so it would be stiff-loose-stiff-loose at 90 degrees also. That intermediate shaft is only held by it's ends, so IT doesn't have any normal bearings that simply twist.
Maybe the bearing that carries the upper steering shaft? It's way up the column, only a couple inches from the steering wheel. Maybe the only way to tell for sure is disconnect the intermediate shaft & see if the wheel spins nice or has friction/noise.
OTOH, maybe there's something dragging against the intermediate shaft. Plastic air ducts or sound-proofing stuff sagging? After all, it's how many years old??
