Messed up crank balancer...Ever seen this? C900T

Hello all....I just removed the main crank pulley in order to change the crank seal and oil pump gaskets. When I removed the pulley/balancer I noticed that the inside of the balancer...where it mates to the crank is all messed up. It looks like someone took a deburring tool and used it as a grinder on the inside of the balancer. Then I looked at the crank and I can see,what seems to be small pieces of metal smashed onto the crank...as if one laid down a small piece of metal and then hammered it into the crank journal. HAS ANYONE EVER SEEN THIS? There was also locktite in the balancer and the way it was distributed around the inside of the balancer it looked as though it was taking up "extra" space. Looks like I need a new balancer....but what the hell caused this? I suppose I can remove the metal that is imparted onto the crank with emery cloth. The crank looks just fine despite the extra bits of metal...and these bits of metal are small....but they are there and will not come off via razor blade. This troubles me though I'd love to know how this happened. Any ideas?
