As suggested, I would verify power and ground at APC solenoid and make sure the hoses from this soelnoid are hooked up. Then I would take the car for a test drive with the APC solenoid unplugged. You should see max boost at about mid yellow. This will confirm that the wastegate has not been "adjusted" to defeat APC system. If boost still goes into red, someone has turned in the wastegate rod and you will need to reset base boost (search BB for lots of info).
If boost is limited to mid yellow during this test, the issue is probably a tweaked APC box. The APC box is under the rear seat on driver side. Unplug it and take the cover off. You will see a printed circuit board. Look for 3 small holes marked K, F, and P, which allow access to 3 small potentiometers. Again do a BB search on APC tweak to fine lots of info on how to tweak. I have a hunch that if you turn the P and F pots counter clockwise a bit you will be able to cut max boost to just below the fuel cutoff. Don't mess with the K pot which controls knock sensor control sensitivity.
