I had this problem, and there are 2 answers.
1) (Hard but factory way) Remove the door skirting, remove the metal that holds it on, then slide the fender skirt back onto its track, then re-install the door and re-rivot it.
2) (Easier Chaz special cluge way). Remove the skirt. Remove the track that holds it on. Remove the plastic bits in the fender that receive the screws. Get PLASTIC/NYLON screws that fit into the track. Get plastic wing nuts. Insert the screws into the track and find a way to keep the head from rotating. I got ones with a huge head and flattenned to fit the channel on the metal track. Insert the track into the ground effect piece. Now put it on the car so that the plastic screws fit through the holes in the fender, with the plastic rectangular liner pieces in between the fender and the metal track. Now reach way up into there and screw on the wingnuts. There is not much room, it hurts, and it takes a few minutes, but it does work. Now tighten away and you are done.
