The 82C thermostat opens at 82C. The 82C fan switch comes on at 82C. It really does work together.
When the engine is cold, the coolant in the radiator is colder than 82C. As the engine warms up, the thermostat opens, and sends out hot coolant. This is replaced by cool coolant from the radiator, so the thermostat closes again. So the thermostat opens and closes, or more likely is cracked open, around 82C.
If there is airflow over the radiator, it is running cooler than 82C. Warm coolant flows in, but it rapidly loses heat to the air flowing over the radiator. After all, that's what radiators do. If you'll notice, the fan switch is far away from the inlet hose.
Now, if there is no airflow over the radiator - say, sitting in traffic - the heat in the radiator builds up. If it builds up enough, then the fan comes on and provides the airflow that driving around usually provides. The radiator cools off.
So if you have an 82C thermostat and an 82C fan, the fan runs a little more, but basically it comes on a little sooner if you're sitting in traffic. And that's a good thing. The part you forgot was that the coolant is cooled by the radiator, and the fan swich is on the side farthest from the input hose. So it sees the coolest fluid in the system.
