Yep, that's the PCV hose connector. One vacuum line goes to the intake manifold and the other goes to the, uh, intake manifold, even though Toibos might be different. Be sure the plastic double-nipple piece is not clogged with oily gunk. Also be sure the rubber grommet that fits that plastic piece into the valve cover is present and pliant. Constant exposure to oil vapor and heat often breaks this down, creating a vacuum leak.
I've learned that the small hose will tend to "sweat" oil vapor; plan to change it every year or two. The large hose I've never had problems with but it is a good idea to change it if you can find replacement material. You may want to experiment with a hose clamp on the larger hose; don't overtighten it because the double-nipple thing (stop chuckling) is plastic.
What that does is recirculate a little oil vapor back into the intake manifold (by way of the throttle body) at certain engine speeds and conditions, allowing those vapors to be combusted instead of vented to the atmosphere. If you ever have the valve cover off, clean the flame arrestor that sits below that opening. It's emission control, and it's harmless and reliable.
