Checking O2 sensor with DVM

Just checked the O2 sensor on my '93 900 NA. reading off the connector where the sensor plugs into the harness, it starts off at about .5 if the engine has been sitting a while then gradually reduces to .12 and seems to stay there. No fluctuations, just steady change.
Unplugged, the output starts at .03 or so and drops to .10 and stays there.
Disconnecting the hose to the FPR, or even tearing off one of the major vacuum hoses from the engine, have no effect on the reading.
Seems to me this sort of steady reason means the sensor is shot, and normally I'd just replace it, but I did just last fall 4K or so miles ago. Any chance that it could be anything else, that I ought to check out?
Actually, I got my fingers crossed hoping it IS a bad sensor - much cheaper than the other possible suspects!
