It's an unfunded edjumacation initiative our prez foisted off on the states to make us think that he's the "education president." (Not that I want to get into a political discussion. Scott, feel free to delete this post.)
It involves teaching to basic tests done in the (IIRC) 3rd grade and 6th grade. I might be wrong on when the tests are done.
One of the ironies of making these tests manditory is that it effectively limits teachers to a narrow curriculum. A bigger irony is that in the prez's home state, a scandal involving cheating on these tests by some school districts has recently come to light.
