Slightly smaller lines should work fine.
If you don't yet have the old lines off, maybe check the line that runs over the left fender under the fuse box. I just repaired mine today and one of the leaks was hiding under there.
As Chaz mentioned, the vacuum switches could be the problem as well, be they maladjusted or incompetent. Since the cc vacuum circuit is interrupted when either the clutch or brake pedal is pushed, then maybe the switches are positioned too far away from the pedals and so they never allow the cc to kick in at all. The switches seem to move rather easily in their mounts, especially when you're trying to pull/push vacuum lines off/on.
