it will need to be connected in order to see a fluctuating voltage I believe. it will not fluctuate if the ecu can't read the info from it and adjust the fuel injector pulsewidth accordingly. if you unplug it, I would think it would just give a steady voltage, since the ecu won't be adjusting fuel control using the o2 sensor, rather, it would be in open loop, using amm, cts, and other inputs. I could be wrong, but I'm pretty sure it would only fluctuate in closed loop. have you tried pulling codes to see if it has any codes stored? there are some that will not turn on the CEL. I'm going through a similar problem with my 91 right now, trying to track down my cause of bad mpg. although I think mine is an amm, but I'm still considering the fact that the o2 sensor may have died, its not producing a good signal. I'm still in the process of testing. good luck!
