Does the motor still run? The two most common problems on the motorized antenna are (1) the mast gets bent, or (2) the teeth on the nylon feed line strip off. In either case, you can usually just replace the mast for about $15 (mail order). See the FAQ - http://www.saabnet.com/tsn/faq/antenna.html
this is easily done from outside the car, without any need to access the motor. Well, usually. Occasionally I've had to rip the motor apart if part of the nylon line has broken off inside the motor.
If the motor itself isn't running, then yes, you may need to replace the whole unit. But make sure (1) that it is getting power, and (2) it is getting the signal from the radio to go up and down.
