This seems to be the usual culprit: check valve at tank fails and allows quick pressure leakdown after shutoff and so there's no residual fuel pressure there to squirt out of the injectors and start the car. And since you're cranking, almost all the current is going to the starter motor and it takes forever for the fuel pump to build up enough pressure to start the car.
Saab 900 fuel pumps do not come on with the ignition, not even briefly before a startup, but only when cranking or when a spark signal is present to prove the motor is running. It's a safety feature.
I have this problem on my 89 900T and I'm planning on trying an electrical work-around, either a good intermittent (pushbutton) switch or if I can get one a time delay relay, to give the pump a brief boost when ignition turns on before cranking.
The proper check valve cure, often mentioned here, involves cutting just a smidgen off the push-on plastic gas line at the tank, to install the new check valve. There also appear to be a variety of choices of check valve to get the correct one. And it involves spilling gas and opening up the top of the tank, not my favorite place to work around. You're warned not to trim more than I think 1/2 inch off the fuel line or you're skewered as it will be too short to reattach. And you need a special tool or clever workarounds involving homemade tools or rubber tubing around the plastic, held in a vise, to force the new fitting end into the plastic.
