Last night after I changed all the vacuum hoses and pedal switches, I took it for a spin and the CC was still broken. Figured it must be electical. Looked up the townsend page, and about halfway through reading about fault tracing, it mentioned one thing that hit me like a brick in the head: the vacuum hose on the vacuum pump goes ON THE BLACK nipple, not the white one. OMG. I had the vacuum hose on the WRONG NIPPLE! Put it on the right one, took it for a spin, and the CC works perfectly.
Thanks to all who suggested different things to try out! In the end, it was user error. bleh.
