if you want a good fix, clean off all the flaking insulation, cut the wire and slide a heatshrink (or two) over it. solder the wire back together and heat the heatshrink until it closes down over the wire. any wire up there shouldn't be the ground for the tail-lights but that grounding is a common issue, especially if your car is a 4dr. Unfortunately, the one wire you found may not be the only one in the harness like that. 85's and early 86's are notorius as having terrible problems with crumbling insulation. my old 85 got put out to pasture for the same reason. you may want to open up the loom that runs over the top of the engine to do a visual inspection. if it's bad you can replace each wire in-situ or find someone who has a repaired/good harness and replace the whole thing. i'll keep my fingers crossed for you though - i know how frustrating those electrical issues can be sometimes.
