It is about how engines work.
Gasoline provides heat, and it also changes chemical composition from a liquid to multiple gasses. The heat expands the air which pushes the piston, as does the conversion of the denser gasoline to the less dense co2 and h2o vapor. Adding water adds a denser liquid that will also expand with heat to push on the piston some more. Water also keeps compustion temperatures down by absorbing heat in its transformation from liquid to gas. The lower temperatures prevent gasoline mixture from pre-igniting, so you can allow more boost and so you can gain extra HP by advancing the timing. (The computer advances the timing and increases the boost for you, in unison with the APC).
