Under boost, the pressure in that hose is going to be above atmospheric pressure, so the seam will open up and spill air, reducing your boost. You can almost think of it as a very crude blow-off valve.
The fact that the needle shows base boost is coincidence - The seam won't open up until you get over atmospheric (beginning of yellow), and at some point the pressure is enough to open the seam. It still runs OK because all of the air entering the engine makes it through the AMM, so the mixture is right.
