How badly is it missing? Are you getting less than full boost (turbo gauge needle half-way into the yellow), minimal boost (needle at the beginning of yellow) or no boost (needle never gets out of the white?)
How does the car feel? A turbo car with no boost is astonishingly slow. Does the car feel just a little slower, or bog slow? Or is it just that the gauge isn't working right?
First things to do are to check all your hoses. A key one is the hose to the turbo boost gauge, which comes off a three-way tap to two other hoses; one to the throttle body and the other to the APC solenoid.
If you are getting absolutely no boost at all, pull the fat rubber hose off the turbo (when the engine is cold!) and spin the blades with your finger. It should spin freely. If it's stuck, it's a blown turbo bearing. Also, reach under the turbo and grab the rod from the wastegate actuator. It should move forward and back a little. Not a ton, like about 1/2 inch, but it should move. You should feel a spring force in one direction. Make sure the rod hasn't fallen off the arm on the underside of the turbo.
Please write back with more of the symptoms as to exactly what 'not kicking in' feels like, and under what conditions.
