I've had to deal with wiper failure in my 87 900s twice - both times the pulley on the driver's side wiper fell off. The second time I drilled and tapped 2 holes and used set screws. Do this if at all possible as the pulley is only pressed on.
It's impossible to repair that assembly in the car. As I remember, take the wiper motor out and follow Bentley to remove the whole ass'y
Getting the ass'y back in is a pita. You have to hold your mouth just right - I had an experienced Saab tech tell me to pry the cowl edge up to get the left side wiper shaft to go under the cowl. don't over do the prying tho.
As to the wire; the end still in the pulley has an adjusting nut. Be sure that you adjust the tension on the cable before you put back in.
