simple things 1st. make sure the throttle cable isn't too tight and pulling on the throttle. then make sure all your vacuum hoses are tight and sound, no leaks. what you are describing is limp home mode and could be caused by a few different things (faulty fuel components: amm, o2 sensor, ntc sensor, etc.; or vacuum leaks). make sure all the boots connecting the intake piping between the turbo and throttle are on correctly (not popped off from running boost) and sung them tight. if they do not stay, clean the inside of them with brake cleaner (leaves no residue) to remove oil and then reinstall. any source of excess air in the intake between the amm and the throttle will cause your symptoms. if you adjust the throttle now, you will only cover them up. something else is off.
