The distributor shaft has spiral grooves which are supposed push the oil back to the head. That's assuming that they aren't full of crud and that the crankcase isn't being pressurized during boost. The O-ring is on the outside of the part of the distributor that seats into the head.
Bill's comment about the steel plate indicates that he has a 900T of some sort. That's to moderate the heat rising up to the distributor from the turbo. More than likely, if he has an enormous amount of oil dripping from the distributor, the one-way valve on the small PCV line is either missing or shot. If he has that much oil dripping from the distributor cap, it's also possible that he has a small breach in the head gasket from the #1 cylinder into the timing chain gallery.
But, like shawshank said, a small amount of oil dripping from the distributor cap is a normal C900 thing after several tens of thousands of miles.
