I'm betting one of the 2 pumps in the "Tank" have gone bad. Leaving you with a 1/4 tank left. The sump pump pulls the fuel to the delivery pump. To answer your question the fuel level sending unit it also in the tank. Therefore if the sump pump isn't feeding the delivery pump, leaving you on the side of the road with a 1/4 tank left.
Open the trunk or hatch. Remove the wooden boards and you'll see 2 openings. The one on the left will be the pump and the right is the sending unit.
