My take is, you can surely get by with 8 amp fuses; after all, what are they protecting against? Short circuits mostly, and 5 or 8 will blow just about as quick.
About those open ceramic-body fuses: they used to be in all European cars, at least, all German-influenced ones, and in all of them both the fusible metal strips and the spring brass holders corroded over time from moisture drawn out of the air, and made terrible contact. They needed regular cleaning. Even using sandpaper on fuse ends, cleaning the holder holes with the tip of a fat Phillips screwdriver, and re-forming the brass holders to give more pressure, I remember dismaying electrical problems.
Buss, the maker of glass tube fuses, made shorter, conical-ended versions for use in place of the ceramic fuses, and those were more trouble free 'cause the plated ends didn't corrode. They may still be available.
