If the cruise control is allowed to stay engaged while shifting gears, you would have some strange behaviour from the engine like revving up or dropping rpm while declutching.
Most likely it would rev up since you are actually loosing a little bit of forward speed when shifting gear and since it is no load on the engine it would rev up rather quickly compared to if the engine would have to drag the whole car.
You should try to run the car on a hoist just freewheeling and keep the cruise engaged, it is pretty tricky and you need to lightly keep your foot on the accelerator to compensate for the "mode swings" of the speedometer and subsequently the cruise brain.
It is another built in feature that deals with that too. If the speed is allowed to swing too much it will shut off the cruise.
