ball joints, upper A-arm bushings, and at the very last, the steering rack. But, if it just happened out-of-the-blue, check to see how tight the lug nuts are.

Ball joints for sure, A-arm bushings, steering rack, shock bushings, shocks.
On my '89, I recently replaced ball joints (one of which was the worst I'd ever seen), the steering rack, and the shocks in that order over the course of a month or so. Steering improved with the new rack and became infinitely more precise when I replaced the ball joints. The vibration i'd been experiencing became almost nil when I replaced the shocks.
One of the old (and probably original) shocks was so bad (how bad was it?) that it hit a notch and stuck before it reached full extension. Another had no pressurization left in it.
