...I think that of others, that maybe the stub that's left can just be coaxed into spinning right out. These bolts aren't in a spot where they've gotten corrosion, in fact, they were bathed in oil from the leak you were fixing. And you had it out, and back in again, so the threads are relatively clean (unless you used loc-tite).
Sometimes a scribe with a right-angle tip can just catch on a projection where it sheared and "dial" the screw right out - - it's a delight when it happens and it's worth putting say up to an hour into, with various tools, to see if you can't start it to turning.
The shearing off was not from bottoming (unless you were using an incorrect longer-than-original bolt), so the stub isn't locked against the threads. It was just from a straight vertical pull of tightness greater than the bolt could handle, combined with your twisting. If it didn't flare out to the side where it broke, it's probably loose in the block and ready to unscrew. Even if it flared, that flaring is just at the surface in the very last thread of the hole, and if you get it started turning the jamming instantly goes away.
