A well equipped machine shop might be able to do it but the biggest challenge using just regular press spacers/adapters is that the brake shield gets bent pretty bad.
The Saab special tool gets around that and save the brake shield and do the job much quicker than it would take using just standard equipment.
That's why it might be cheaper to find a well equipped Saab indy for the job.
You can always buy the tools through a Saab dealer but I don't know what they would cost (probably around $2-300.00).
I don't think you find many Saab places where they would lend you the tools, they can easily be destroyed if used the wrong way.
