What are you saying about AIC & 'fuel signal'?? The AIC is simply an air valve which the ECU uses to maintain idle when accessories are switched on & off.
If the AIC valve were the only thing screwed up, you would be able to start easily, but you'd probably have to work the gas pedal to keep from stalling, or maybe it would idle real high.
How about a ruptured FPR? There should be NO gasoline in the FPR's vacuum hose. If there is, it would flood easily. But flooding (extra gas) is exactly what a COLD engine needs to start. But I expect this would make it run really badly once it DID start.
You could measure fuel pressure at the rail. Or maybe you could buy an FPR for the price of that test??
