I believe the ground is thru the steering shaft, through it's bearings to the stationary structural shroud (steering column). Then thru the mounting bolts to the dash structure.
You should have open-circuit from the contact brush to the center mounting hole (silver ring). You should get continuity there when a horn button is pressed.
With the steering wheel removed, you can check continuity from the steering shaft to ground.
Also, with the key on, you should be able to sound the horn by shorting the slip ring to ground.
