Moderate pressure with your thumb in the middle of a long belt span should give you about 1/4" deflection. Closer to 1/2" if you're talking about the LONG span of the A/C belt.
I usually try to err on the side of being too loose. The consequence of too-loose is the belt makes noise & then you tighten it a bit more. The consequence of too-tight is the waterpump (or PS or alternator) bearings destroy themselves.
