I just replaced a starter on an 89 turbo and had two levels of problems.

1) Even though the lights were bright and you get 12 volts, doesn't aways mean that you have the starting power that you need. Certainly if the car has been sitting for 4 months, it needs a recharge, as suggested earlier. Many of the chain auto stores will load test your battery for free and its time to evaluate how old is the battery, I ended up replacing the battery for ~$55US.

2) Do a search on this site or a google search on saab 900 starter problems/ diags. I ended up pulling the starter out and testing it by wedging it against a tire with my foot, connecting it up via jumper cables and shorting the correct terminals. The dead one had a loud hum and would not spin. Bought a used one, and it spun like a top. Be careful not to spin it too long, otherwise it will burn out. There are ways to test on the car, but wasn't thrilled by applying high amps to places that are hard to reach and can make the car move while I'm under the hood!

If you pull the starter, check the diagrams on the web for reconnecting the starter, the Bentleys(331) did not have a good picture of the connections.
