the next likely suspect is the dashpot. It should allow the throttle to go from a few degrees open to fully closed in 3 or 4 seconds. Usually, after the cars get a decade or so in age, the rubber dashpot diaphragms are shot.
Actually, after looking at the Townsend procedure, I'd want to check the dashpot and hooter valve first before you mess with the idle adjustment.
To check the hooter (turbo bypass) valve, take the vacuum hose that goes to it off the intake manifold and suck on it. If it doesn't hold vacuum and the hose isn't split anywhere along its length, the valve is bad.
