First, I would try a jump directly from the battery positive to the starter power strap on the back for the solenoid. Be careful and make sure the car is not in gear. I'd make the connection first at the starter and then touch the battery positive. This will rule out a problem with the starter.
If starer is OK, I'd clean all the grounds and battery cable connections including the starter connections. Sometimes the cables can develop internal corrosion.
Take a voltage reading between the starter power connection and the block. The voltage should be very close to the voltage between the battery terminals. More than a 1 volt difference(after cleaning everything) and you might have a cable problem.
