How do I deal with those bolts with threads...

on both sides? There are 3 on the elbow on the exhaust, and there are 4-5 on the wastegate.
I took off the elbow on the outlet of the turbo, and then took the bad turbo out. I was ready to put my other turbo in when I realized it, for some reason, was missing the wastegate thats held on by 4-5 of those double ended threaded bolts. No problem, ill just take it off the old one, put it on the new.
Rounded the nut off on of those bolts.
I ran out of time today with the sunlight, but was cutting off the rounded nut with a cutting wheel. Now I have a couple questions:
Are those double ended threaded bolts reuseable?
How do you thread them in when there isnt a head on them to use a wrench on?
How do you get the old ones out that are still stuck in various parts? Sometimes the nut will break lose, other times, turning the nut unthreads the entire bold.
Are those bolts available to buy, seeing as how I am now short one.
